Keeping our prices fair and transparent

We have a tremendous responsibility to everyone who lives and works in Greater Sydney to efficiently manage the infrastructure for your drinking water, recycled water, wastewater and stormwater. We promise to keep our prices fair and transparent while we provide the services you rely on every day.


How we set our prices and what you pay

Every 4 years, the IPART (the Independent Pricing and Regulatory Tribunal) reviews and sets our prices for water, wastewater, recycled water, stormwater and other services. The prices you pay depend on the type of property you have and the services available in your area. Prices are adjusted for the rate of inflation on 1 July each year as set out in the current pricing determination.

Our current prices

On 16 June 2020, IPART released the final determination and report on its Review of prices for Sydney Water. Our current prices are based on IPART's assessment of the efficient costs needed to run our business for 2020–24.

We wanted to know what was important to customers as we developed our 2020–24 price proposal. So, we used a Customer Engagement Program to find out. It included about 10,000 customer interactions across Greater Sydney.

Customers told us that they want us to:

  • provide quality and reliable services, at affordable prices
  • be future-ready
  • protect the environment
  • provide great customer service.

We also asked customers if they would be willing to pay more for particular projects, including Refresh Vaucluse and Diamond Bay and Improving waterway health across Sydney. Based on the feedback we received, IPART has approved an investment of about $85 million for these 2 projects from 2020 to 2024.


Prices for your home

This is what we charge for houses, flats, strata units, dual occupancies and mixed developments (properties made up of residential units and shops). If you're a pensioner who owns and occupies your own home, you may be eligible for a pensioner rebate on fixed service charges. If you're having payment difficulties, we may be able to offer help with your bill

For a home, you generally pay:

  • fixed charges for being connected to our networks such as water, wastewater and stormwater
  • usage charges for the water you use. 

Our service charges (fixed charges) apply each quarter, but are calculated using a daily rate. The July and October quarters have 92 days, January has 90 days and April has 91 days. The charges below are for the maximum 92-day quarter.

If you live in the Sydney Olympic Park area and have recycled water, you pay a fixed charge each quarter. This is for your connection to the recycled water service. We collect this money for the Sydney Olympic Park Authority.

Wastewater (sewerage) service charge

This charge is made up of 3 parts: 

  • The cost to operate and maintain our wastewater network.
  • A deemed charge for usage, which covers the transport and treatment of your wastewater.
  • An amount to fund projects, specifically Refresh Vaucluse and Diamond Bay.

Stormwater service charges

You pay a fixed charge if you're in one of our stormwater drainage areas. You pay this fixed charge if you're in the Rouse Hill area. The charge helps maintain the waterways and wetlands used to drain stormwater.

Prices for your business

These are the prices for non-residential properties such as commercial and industrial properties and strata units.

For a business, your charges depend on what connections you have and what you do at the property. They can include:

  • fixed charges for being connected to our networks such as water, wastewater and stormwater
  • usage charges for water and wastewater
  • trade waste charges for managing and treating trade wastewater from your property.

Our service charges (fixed charges) apply each quarter, but are calculated using a daily rate. The July and October quarters have 92 days, January has 90 days and April has 91 days. The charges below are for the maximum 92-day quarter. Some trade wastewater charges are also calculated as a daily rate.

Wastewater (sewerage) service charge

You pay a fixed charge each quarter to connect to our wastewater system. How much you pay depends on:

  • the size of your meter
  • how many meters you have
  • your discharge factor (see the percentage on your bill). 

From 1 July 2020, the deemed wastewater usage charge no longer applies. In our pricing determination for 2020–24, IPART (the Independent Pricing and Regulatory Tribunal) decided that all non-residential properties are charged for wastewater usage based on their discharge factor only, without the allowance that was in the wastewater service charge. IPART also determined a minimum wastewater service charge for non-residential properties of $97.67 a quarter, which is 75% of the 20 mm service charge. Previously, the minimum charge was equivalent to the residential wastewater service charge.

These prices assume a 100% discharge factor. This charge also contains an amount to fund projects, specifically the Refresh Vaucluse and Diamond Bay project.

Service charge exemption

You can claim an exemption from fixed service charges if you are:

  • a public charity
  • a not-for-profit child care centre
  • a private school
  • a not-for-profit aged care facility
  • a religious body
  • responsible for public or crown land
  • the Aboriginal Land Council and you don't use the property for profit
  • a council that owns a public swimming pool.

You'll still pay for:

  • water usage
  • wastewater (sewerage) usage.

We need your articles of association, memorandum of association or constitution to assess your eligibility. If you're a council, we need a letter that confirms your pool is a category 2 business and it earns less than $2 million a year.

If you're buying, selling or moving, or planning changes at your property, you'll need to know where the pipes are.
 

You may need this letter if you're buying a property that has a structure built near our pipes. It will tell you if the previous owner followed our requirements. Apply through one of our Property Link brokers.

Connecting and disconnecting

Here's what you need to do if you're connecting your property to our services or disconnecting a disused service.
 

If you follow our requirements, you won't pay charges for a service when you disconnect it (excluding stormwater). You must apply for the disconnection online at Sydney Water Tap in. The application is free.

If you're developing a property, you may not need an existing Sydney Water wastewater (sewer) pipe or structure. You can apply to disuse the pipe or structure online at Sydney Water Tap in. The application is free.

If you can't connect directly to our water supply, you may need to install an extended private service. You'll need our approval. Apply online at Sydney Water Tap in. The application is free.

You may ask us to raise or lower our wastewater (sewer) maintenance hole if:

  • you're developing a property
  • you're landscaping a property
  • there's a safety risk.

For gravity wastewater maintenance holes, this is free for existing homes every 2 years. A fee will apply if you need another adjustment within 2 years or if there are access restrictions. For vacuum wastewater maintenance holes, this is free for existing homes every 10 years. A fee will apply if you need another adjustment within 10 years or if there are access restrictions.

When you get our approval, you'll need to arrange the connection. You can ask us or an accredited driller to connect you. 

If you want us to connect you, you can arrange a connection through Sydney Water Tap in at the same time you apply for approval or at a later date. You'll get a job reference code and a phone number to call and arrange a quote. The application is free.

If you're developing a property, you may need to change the height of the valves on our water pipes. This may be when a new driveway covers a hydrant but is at a different height. Apply online at Sydney Water Tap in. The application is free.

If water pressure is too low when you're developing a property, you may need to install a pump to increase the pressure. You need our approval to install the pump. Apply online at Sydney Water Tap in.

These are the applications you require if you need to move our assets or want to extend our pipes to service your development.
 

If you're developing a property, you may need to adjust one of our pipes or structures. A water servicing coordinator will advise how to do this and lodge your application for you.

If you're thinking about subdividing or developing a property, ask a water servicing coordinator or call Sydney Water Developer Direct on 1300 082 746 to assess the development's service needs. If you go ahead, they can apply for a Section 73 compliance certificate for you.

You must have development consent from the council or other authority before we can issue a compliance certificate. If you don't, we'll only issue a general letter of requirements until the development consent is received.

Meters

You may need to pay more if you want your meter read more frequently, if we're unable to get to your meter or if your meter has been damaged.
 

If you'd like monthly bills, you can ask us to read your meter monthly. The fee will appear on the first bill each quarter. To arrange it, simply call us on 13 20 92.
